Montreal victims
If you were scammed by Harris Black
in Quebec, we strongly recommend that you do the following:
1. File a claim in
Small
Claims Court against Black. You have up to three years from the
date that you paid him for his "services". It is fairly easy to do
a claim. There are people who are there to help you.
2. If you were scammed by Black at "Phoenix Enterprises", you can also sue
Malka Schwartzman -- the official owner of the company. Unlike Black, Ms.
Schwartzman still lives in Quebec and can therefore be obliged to pay any
Small Claims Court judgments against her.
3. File a complaint with the
Consumer
Protection Office of Quebec (OPC).
[Click
here for a translated English version of their French-only site.] The OPC is currently working on their
case against Harris Black. The more complaints they have against him, the
higher the fine (if he's eventually found guilty). Contact
Gary McHugh by e-mail at
senseigrm@sympatico.ca to find
out how to file a complaint.
